• makes kelos-workers create a durable Session for every new non-bot issue or PR conversation comment
• keeps /kelos pick-up as the explicit request to handle the complete issue or PR
• uses the PR head branch for PR comments and kelos-task-<number> for issue comments
• adds base-agent with an exact copy of gjkim42/kanon-repo instructions/AGENTS.md in spec.agentsMD and installs its skills through spec.skills
• makes every self-development Task, TaskSpawner, Session, and SessionSpawner across Kelos, Agora, and Kanon use base-agent first
• keeps the kelos-workers SessionSpawner and interactive cs Session on only base-agent
• removes duplicate shared skill declarations from all role-specific AgentConfigs and updates documentation, maintenance prompts, and tests

Deploy self-development/base-agent.yaml before any self-development resource, including nested Agora and Kanon resources.
